So, what do you think she means?  Who do you think she’s singing to? 

My interpretation is that she’s singing to her future better half and telling him to wait for her like she’s waiting for him.  Because that’s true love.  Don’t give up on waiting.  Love is forever.  Just hold on.  They are connected even though they haven’t met yet.  But their love story has already begun.  Because they are waiting for each other.
